OSA3.1. Climate monitoring; data rescue, management, quality and homogenization

Robust and reliable climatic studies, particularly those assessments dealing with climate variability and change, greatly depend on availability and accessibility to high-quality/high-resolution and long-term instrumental climate data. At present, a restricted availability and accessibility to long-term and high-quality climate records and datasets is still limiting our ability to better understand, detect, predict and respond to climate variability and change at lower spatial scales than global. In addition, the need for providing reliable, opportune and timely climate services deeply relies on the availability and accessibility to high-quality and high-resolution climate data, which also requires further research and innovative applications in the areas of data rescue techniques and procedures, data management systems, climate monitoring, climate time-series quality control and homogenisation.

In this session, we welcome contributions (oral and poster) in the following major topics:
  • Climate monitoring , including early warning systems and improvements in the quality of the observational meteorological networks
  • More efficient transfer of the data rescued into the digital format by means of improving the current state-of-the-art on image enhancement, image segmentation and post-correction techniques, innovating on adaptive Optical Character Recognition and Speech Recognition technologies and their application to transfer data, defining best practices about the operational context for digitisation, improving techniques for inventorying, organising, identifying and validating the data rescued, exploring crowd-sourcing approaches or engaging citizen scientist volunteers, conserving, imaging, inventorying and archiving historical documents containing weather records
  • Climate data and metadata processing, including climate data flow management systems, from improved database models to better data extraction, development of relational metadata databases and data exchange platforms and networks interoperability
  • Innovative, improved and extended climate data quality controls (QC), including both near real-time and time-series QCs: from gross-errors and tolerance checks to temporal and spatial coherence tests, statistical derivation and machine learning of QC rules, and extending tailored QC application to monthly, daily and sub-daily data and to all essential climate variables
  • Improvements to the current state-of-the-art of climate data homogeneity and homogenisation methods, including methods intercomparison and evaluation, along with other topics such as climate time-series inhomogeneities detection and correction techniques/algorithms, using parallel measurements to study inhomogeneities and extending approaches to detect/adjust monthly and, especially, daily and sub-daily time-series and to homogenise all essential climate variables
  • Fostering evaluation of the uncertainty budget in reconstructed time-series, including the influence of the various data processes steps, and analytical work and numerical estimates using realistic benchmarking datasets

Rationale and goals : Urban areas impart significant local to regional scale environmental perturbation. Urban-induced effects, simultaneously with impacts owing to long-lived emissions of greenhouse gases, may trigger additional physical and socioeconomic consequences that affect the livelihoods of urban dwellers. While urban areas amass more than 50% of the world population, and three of four Europeans live in a city, the systematic monitoring and assessment of urban climates, mitigation of and adaptation to adverse effects, and the strategic prioritization of potential solutions may enable enhanced preparedness of populations and local authorities. Such challenges call for enduring scientific advancements, improved training and increased awareness of topical issues.

This summer school aims to provide structured information and skill-building capabilities related to climate change challenges in urban areas, with a primary focus of creating an active pool of young scientists that tackle the major sustainability challenges facing future generations. The critical areas to be covered refer to
(1) modern monitoring of urban environments
(2) modelling tools used in urban meteorology and climatology
(3) adaptation and mitigation strategies and their prioritization
(4) exploring critical linkages among environmental factors and emerging and chronic health threats and health disparities. Those attending can expect to gain an understanding of the state-of-the-art and be capable to use the most appropriate tools to address specific problems in their respective fields of interest.
The summer school is intended for doctoral and post-doctoral students who already have basic knowledge and interest for urban climate issues.

Abstracts should be sent before May 31st 2017 and send to dmw2017@zamg.ac.at. Authors will be informed about the acceptance of their papers by the scientific committee early in September.

The C3S Data Rescue Service Capacity Building and 10th ACRE Workshops will be held at NIWA in Auckland, New Zealand during the week of the 4th-8th of December this year. Introduction

The implementation of the WMO-led Global Framework for Climate Services (GFCS) strengthens the capabilities of National Meteorological and Hydrological Services (NMHSs) through its five pillars (Observations and Monitoring; Capacity Development; User Interface Platform; Research, Modeling and Prediction; Climate Services Information System). In this context, SENAMHI and MeteoSwiss are developing the first workshop on "Data Management for Climate Services" focusing mainly on the first three of the mentioned pillars. The workshop will be carried out in Peru by members of the CLIMANDES project with the support of SDC and WMO.

The workshop "Data Management for Climate Services" is addressed towards both the technical and the academic community involved in the implementation of national climate services. The workshop focuses on sharing knowledge and experiences from the provision of high-quality climate services targeted at WMO's priority areas and their citizens. The methodologies will cover topics such as quality control, homogenization, gridded data, climate products, use of open source software, and will include practical examples of climate services implemented in the Ibero-American region. The workshop will contribute to the continuous improvement of technical and academic capacities by creating a regional and global network of professionals active in the generation of climate products and services.

Objectives

  • Strengthen data management systems for the provision of climate services.
  • Share advances in the implementation of climate services in the Ibero-American region.
  • Interchange with other NMHSs on best practices in climate methodologies and products.
  • Improve the regional and global collaborations of the NMHSs of the Ibero-American region.
  • Show the use of open-source software.

Outcome The following outcomes of the workshop are envisaged:
  • A final report providing a synthesis of the main results and recommendations resulting from the event.
  • The workshop builds the first platform to exchange technical and scientific knowhow in Ibero-America (WMO RA-III and IV), and among participants from all other regions.
  • Hence, the workshop contributes to the creation of a regional and global network in which knowhow, methodologies, and data are continuously shared.

Content

The workshop will consist of four sessions consisting of presentations, posters and open discussions on:

● Session 1:
  • Data rescue methods: methods for data rescue and cataloguing; data rescue projects
  • Metadata: methods of metadata rescue for the past and the present; systems for metadata storage; applications and use of metadata
  • Quality control methods: methods for quality control of different meteorological observations of different specifications; processes to establish operational quality control

● Session 2:
  • Homogenization: methods for the homogenization of monthly climate data; projects and results from homogenization projects; investigations on parallel climate observations; use of metadata for homogenization

● Session 3:
  • Gridded data: verification of gridded data based on observations; products based on gridded data; methods to produce gridded data; adjustments of gridded data in complex topographies such as the Andes

● Session 4:
  • Products and climate information: methods and tools of climate data analysis; presentation of climate products and information; products on extreme events
  • Climate services in Ibero-America: projects on climate services in Ibero-America
  • Interface with climate information users: approaches to building the interface with climate information users; experiences from exchanges with users; user requirements on climate services

Furthermore, hands-on sessions on capacity building, e-learning, the use of open-source software, and on ancestral knowledge in Ibero-America will take place during the workshop. The workshop is complemented by an additional training day on climate data homogenization and a field visit at the end of the workshop.

The Meteorological and Hydrological Service of Peru SENAMHI will organize the workshop on “Data Management for Climate Services” in close collaboration with the Federal Office of Meteorology and Climatology MeteoSwiss. The workshop is part of the project CLIMANDES 2 (Climate services to support decision making in the Andes) which is supported by the Swiss Agency for Development and Cooperation SDC and by the World Meteorological Organization (WMO).

Budapest Seminar on Homogenization and Quality Control

Background
The first eight Seminars for Homogenization and Quality Control in Climatological Databases as well as the first three Conferences on Spatial Interpolation Techniques in Climatology and Meteorology were held in Budapest and hosted by the Hungarian Meteorological Service.

The 7th Seminar in 2011 was organized together with the final meeting of the COST Action ES0601: Advances, in Homogenization Methods of Climate Series: an integrated approach (HOME), while the first Conference on Spatial Interpolation was organized in 2004 in the frame of the COST Action 719: The Use of Geographic Information Systems in Climatology and Meteorology. Both series were supported by WMO.

In 2014 the 8th Homogenization Seminar and the 3rd Interpolation Conference were organized together considering certain theoretical and practical aspects. Theoretically there is a strong connection between these topics since the homogenization and quality control procedures need spatial statistics and interpolation techniques for spatial comparison of data. On the other hand the spatial interpolation procedures (e.g. gridding) require homogeneous, high quality data series to obtain good results.

The WMO CCl set up team to support quality control and homogenization activities at NMHSs. The main task of the Task Team on Homogenisation (TT HOM) to provide guidance to Members on methodologies, standards and software required for quality control and homogenization of long term climate time-series. The results of the homogenization sessions can improve the content of the guidance is under preparation.

Highlights and Call for Papers
The homogeneous data series with high quality and the spatial interpolation are indispensable for the climatological and meteorological examinations. The primary goal of this meeting is to promote the discussion about the methodological and theoretical aspects.

The main topics of homogenization and quality control are intended to be the following:
  • Methods for homogenization and quality control of monthly data series
  • Spatial comparison of series, inhomogeneity detection, correction of series
  • Methods for homogenization and quality control of daily data series, examination of parallel measurements
  • Relation of monthly and daily homogenization, mathematical formulation of homogenization for climate data series generally
  • Theoretical evaluation and benchmark for methods, validation statistics
  • Applications of different homogenization and quality control methods, experiences with different meteorological variables

The main topics of spatial interpolation are the following:
  • Temporal scales: from synoptic situations to climatological mean values
  • Interpolation formulas and loss functions depending on the spatial probability distribution of climate variables
  • Estimation and modelling of statistical parameters (e.g.: spatial trend, covariance or variogram) for interpolation formulas using spatiotemporal sample and auxiliary model variables (topography)
  • Use of auxiliary co-variables, background information (e.g.: dynamical model results, satellite, radar data) for spatial interpolation (data assimilation, reanalysis)
  • Applications of different interpolation methods for the meteorological and climatological fields
  • Gridded databases, digital climate atlases, results of the DanubeClim project

Organizational Details
Persons intending to participate on the meeting are required to pre-register by filling the form enclosed. To have a presentation please send us also a short abstract (max. 1 page). The pre-registration and abstract submission deadline is 20 February 2017. Publication of the papers in proceedings in the serial WMO/WCP/WCDMP is foreseen after the meeting. Paper format information will be provided in the second circular. The registration fee (including book of abstracts, coffee breaks, social event, proceedings) is 120 EUR. The second circular letter with accommodation information will be sent to the pre-registered people by 28 February 2017.

The meeting will be held 3-7 April 2017 in Budapest, Hungary at the Headquarter of Hungarian Meteorological Service (1. Kitaibel P. Street, Budapest, 1024).

Upcoming meetings on climate data quality


It looks like 2016 will be a year full of interesting conferences. I already pointed you to EGU, IMSC and EMS before. Here is an update with three upcoming European meetings, including two close deadlines.

The marine climate data community will hold its main workshop this July (18 to 22). The deadline has just been prolonged to the 6th of April, Wednesday next week.

The metrologists (no typo) organize a meeting on climate data, MMC2016. It will take place from 26 to 30 September and will be organized together with the WMO TECO conference.

And naturally we will have the European Meteorological Society meeting in Autumn. This year is an ECAC year (European Conference on Applied Climatology). The abstract submission deadline is in about three weeks, 21 Apr 2016, during EGU. So start writing soon. As always we will have a session on "Climate monitoring; data rescue, management, quality and homogenization" for the homogenization addicted readers of this blog.

MARCDAT-IV

The Fourth International Workshop on the Advances in the Use of Historical Marine Climate Data (MARCDAT-IV) will be held at the National Oceanography Centre, Southampton, UK between the 18th and 22nd July 2016. The workshop will be arranged around the following themes:
  • Data homogenization (benchmarking, bias adjustments, step change analysis, metadata)
  • Quantification and estimation of uncertainty
  • Data management, recovery and reprocessing (digitisation efforts and reprocessing of previously digitised data)
  • Reconstructing past climates
  • Integrating In-situ / satellite data sources
  • Consistency of the climate across domain boundaries (land, ocean, surface, subsurface, atmosphere)
  • The role of ICOADS and applications of marine climate data
  • Review of the 10-year action plan
This looks like an invitation of people working on land data to also participate. I just asked some colleagues on the homogenization list and it looks like there are a decent number of weather stations near the coast. We could compare them to marine observations, I would especially be interested in comparing sea surface temperature observations.

This workshop is free to attend, but participants must register.

MMC-2016

International workshop on Metrology for Meteorology and Climate in conjunction with WMO TECO 2016 conference & Meteorological Technology World Expo 2016. It will be held in Madrid Spain from 26 to 30 September 2016.
During the last years an increasing collaboration has been established between the Metrology and Meteorology communities. EURAMET, the European association of metrology Institutes, is funding several projects aiming at delivering results of valuable impact for the meteorology and climatology science. The key aspect of such projects is the traceability of measurements and uncertainties of measured physical and chemical quantities describing the earth atmosphere. The MMC conference aims to give an opportunity to those two communities to present and discuss needs, methods, expertise and devices for cooperating in producing better data. The invitation is addressed to the metrology, meteorology and climate scientific communities and operators. Starting with the first MMC 2014 in Brdo, Slovenia, this time the MMC 2016 is organized Madrid, Spain, in conjunction with CIMO-TECO conference.
As far as I know the abstract deadline has not been determined yet, but write the date into your agenda, bookmark the homepage and contact the organizers to give you a notice once the deadline is known.

EMS2016

The conference theme of the Annual Meeting of the European Meteorological Society is: Where atmosphere, sea and land meet: bridging between sciences, applications and stakeholders. It will be held from 12 to 16 September 2016 in Trieste, Italy. The abstract submission deadline is 21 April 2016, during EGU2016.

Announcement of the 8th Seminar for Homogenization in Budapest in May 2014

The first announcement has been published of the 8th Seminar for Homogenization. This is the main meeting of the homogenization community. It was announced on the homogenization distribution list. Anyone working on homogenization is welcome to join this list.

This time it will be organized together with the 3rd conference on spatial interpolation techniques in climatology and meteorology. As always it will be held in Budapest, Hungary. It will take place from the 12th to the 16 May 2014. The pre-registration and abstract submission deadline is 30 March 2014.

Background

At present we plan to organize the Homogenization Seminar and the Interpolation Conference together considering certain theoretical and practical aspects. Theoretically there is a strong connection between these topics since the homogenization and quality control procedures need spatial statistics and interpolation techniques for spatial comparison of data. On the other hand the spatial interpolation procedures (e.g. gridding) need homogeneous, high quality data series to obtain good results, as it was performed in the Climate of Carpathian Region project led by OMSZ and supported by JRC. The main purpose of the project was to produce a gridded database for the Carpathian region based on homogenized data series. The experiences of this project may be useful for the implementation of gridded databases.
